You have to speculate to accumulate. Its a chicken and egg situation. Its good and necessary for the future to think 'outside of the box'. I have seen two examples (albeit on a smaller scale) of what might be required. One is a pier near Alcantara, Marilima, and the other next to Sea Breeze restaurant in Virac. Both structures are low tech and comprise piles of rock with a flat top. I don't think the cost should be that enormous. Simple though it might be, I am aware that there are still engineering challenges (the effects of the tide and other sea conditions for example)
What I would say however, is that the above proposal is in the wrong place ... for now. If there is a market for a safe-haven, harbour or marina or you think one may be created, locating it out of easy reach is not the best idea. A project of this sort would be better placed nearer to the capital; either in Virac itself, or say the mouth of the river at the aptly named town of Bato to the east. There is a large river mouth there and a quarry for the rock already in operation.
Virac has the most infrastructure to offer - airport, ferry port, hotel accommodation, banks, bars and restaurants. Even if you don't own a boat, people like to come and look at them. This is good for business. The broad road along the seafront (strand) cries out for development. Shops restaurants, bars, chandlers would be good for tourism and good for business.
I would love to see the blue waters of Catanduanes dotted with billowing, brightly colored sails and have often wondered how this might be achieved. This could be the way. Playing host to an annual sailing event would be another way of putting the island on the map. How about a round Catanduanes race for the big boys? The Catanduanes Catamaran Cup (Cat Cat Cup)?
The bottom line is that this is what could happen if you build a wall in the right place. So let's not damn this seed of an idea before it has a chance to germinate.
