A top official of the Department of Public Works and Highways, Catanduanes Engineering District has constructed a spillway at the Sto. Domingo River. Before you clap your hands in admiration of what he has done, please understand that the spillway was constructed without the DPWH engineer informing the barangay officials of his plan. He must have used government-owned equipment to put up the spillway which led to the former Lagumbay Farm accross the river which was bought by this DPWH engineer. Looking at the spillway, it does not stand a chance to the raging flood waters that are expected when the rainy season comes. Bigger bridges constructed accross Sto. Doming River have been destroyed in the past by floods. The construction of the spillway only destroyed the environment and will only prevent the free flow of water along the river, and God forbids, will cause flood waters to overflow to the barangay proper. If only the official asked the barangay folks.
