Ang Rock the Vote Catanduanes po ay sarong proyekto na pinag isipan, pigatauhan ng grabeng panahon asin puspusan na pigatrabahuhan ning mga kabataan para sa kapwa mi kabataan. Ang proyekto pong ini produkto ng pinagsarong kusog ng duwa sa mga pinakadakulang organisasyon ng kaakian, ang CSC Supreme Student Council pati ang SK Municipal Federation of Virac.
Ini po ang naisip ming simpleng kontribusyon ng youth sa pagpromote ng sarong edukado asin madunong na partisipasyon ning samung mga kapwa kabataan sa mga socio-pulitikal na isyu sa komunidad. Ang grupo naglinya ning mga aktibidades para makatao ng mga importanteng impormasyon asin makapukaw ng consciousness ng mga jovenes siring sa saindang pormal na paglaog sa mainstream politics sa paagi ng pagboto. Ang mga masunod po iyo ang samung project summary. Siring man po kaini, gahagad lamang po kami ng diit na tabang sa mga tawong gusto makisaro sa samung proyekto. PROJECT SUMMARY
THE SK MUNICIPAL FEDERATION OF VIRAC
The Sangguniang Kabataan Municipal Federation of Virac is the association consists of SK Officials from the all over the municipality of Virac which is composed of sixty three barangays. The organization is being headed by its president, Ms. Alinor S. Abundo together with seven other youth leaders which compose the Local Executive Board. In their third year acting as community leaders, SKMF-Virac already have sponsored worthwhile projects for their constituents ranging from holding sports tournaments, gift-giving activities and other capability building programs that aims to enhance the knowledge and skills of Virac youth leaders.
THE CSC SUPREME STUDENT COUNCIL
The Catanduanes State Colleges Supreme Student Council is the highest governing body of the CSC studentry. Its current roster of officers is being lead by its president, Mr. Victor Nelson R. Samonte. The main projects of the Council evolve around providing the students with a venue where they can air their sentiments and ideas. Its pet project for the second semester is a voters education program that will include series of talks about the significance of a wise youth vote and a candidate’s forum to be attended by the local political aspirants.
THE ROCK THE VOTE PROJECT
The Rock the Vote Project is a globally popular youth-led program that usually uses music and arts as the prime media of promoting youth empowerment through wise practice of the right to vote. The same concept is being used by the two partner organizations in bringing to Catanduanes the noble objective of the project. The whole program will be composed of the following five parts:
1. Talk for First-time Voters Series – it is an intimate discussion about the significance of the youth vote especially in the upcoming 2010 National Elections where 60% of the votes will be coming from the young members of the community. The project is also aimed at giving lectures about the latest on poll automation, and intends to invite speakers who can guide the youth in choosing capable and effective leaders. In its launching, the project organizers invited Atty. Neil C. Canicula, an Election Officer from the Commission on Elections to discuss the basics about the elections and updates on poll automation. The other speaker will be RTC Judge Lelu V. Contreras who will give a talk on the significance of an informed vote from the Youth sector. The said talk will be held at CSC Little Theater on November 27, 2009 and will start at 2 o’clock in the afternoon.
2. 2009 Student Mock Elections – it is a survey-type poll that will assess the level of awareness of CSC students with regards to relevant national political issues. The respondents who will be chosen in a random sampling will be asked: “if the elections were held today, who will you vote for?” They will be given time to indicate the names of their chosen candidates in five elective positions namely, the President, Vice President, Congressman, Governor and the Vice Governor positions. The results will be presented in a tally from yet it will be treated as a raw data open for different interpretations from the different sectors of the community. The initial poll is scheduled to be held on November 26, 2009 to assess students’ opinion about the elections just before the candidates formally submit their certificates of candidacy.
3. The Rock the Vote: Musikabataan 2009 – it will serve as the celebration of anything that defines empowered youth. It will be a night of ideologies and advocacies expressed through music. Rico Blanco, the famous Rock artist cum youth model will be singing his hits with three of the top local youth bands serving as his front act. The said concert will be held at the CSC Gymnasium on December 11, 2009. The project’s goal is to inculcate values of social consciousness and vigilance among the youth as the 2010 National Elections nears.
4. The Rock the Vote: Candidates Forum – it is intended to give the catandunganon youth an opportunity to scrutinize participating political aspirants through an interactive forum. The candidates will be asked to present their leadership agenda, especially on issues that concern the youth. The project organizers are currently looking for other civic organizations for possible tie-ups to make it a big event to look forward to.
THE ROCK THE VOTE CONCERT
The project will mark the first time that the CSC Supreme Student Council and SKMF-Virac will be working with each other. It was first conceptualized as an activity that is lined up as one of the highlights of the Virac Town Fiesta on December 7 – 8, 2009 when the Local Government Unit required the SKMF to sponsor an activity to be organized and participated by the youth. The idea was to just hold a Band Competition since the town lacks activities that cater the taste of the young people to music. It was when the leaders from both organizations talked about teaming up for a common project such as holding a big music event for the catandunganon youth.
The Youth Band Competition will still push through and will serve as the main promotional activity for the Rock the Vote Concert. The said Battle of the Bands is scheduled on December 1, 2009 with the Main Concert tentatively penned on December 11, 2009. Both will be held at the CSC Gymnasium. Initial talks have been made with other local colleges and private schools student councils for possible links as major partners to SKMF-Virac and CSC SSC. The leading local hotel owner also showed interest on acting as one of the major sponsors by offering 50% discounts on all of its room rates, while Cebu Pacific offered lower rates as it expressed its desire to serve as the official air carrier of the commercial band from manila.
The amount that will be used for the realization of the project will be taken from the organizational funds of the two councils with a large chunk coming from potential individual and corporate sponsors that will be tapped. The organizers already have identified partners from the radio and print media namely 107.1 Radyo Natin FM, DZAA 93.3, the Catanduanes Tribune and the Bikol Peryodiko. The promotional drive will start as soon as there is already a confirmation from the main artist.
Promotional activities will include frequent airplay of hits of the said artist plus text-based contests that will give away gift items to listeners who can guess the title of the songs that will be played. Ads (banners and streamers) will also be hung on strategic locations such as schools, commercial establishments, etc. The band competition will also feature ads and gimmicks that will generate interest to the project. The top three bands who will win the said event will also be given opportunity to serve as the front act to the main artist during the Rock the Vote Concert. In this way, it can hype up the promotions besides from bringing added attraction to the main show.
RICO BLANCO
You cannot question the ability of a Rico Blanco to make a youth event a night to remember. There was in fact a consensus among the organizers in choosing him as the man who will rock Virac and every corner of the island in an evening of fun and enlightened youth activism. The music of Rico Blanco just transcends every era of music fanatics, making him one of the most marketable artists in the local and even international music scene. Upon searching the net particularly the Wikipedia, the organizers also learned that Rico Blanco was once a youth leader in his younger days, and an SK leader at that, thus making him a worthy inspiration and an effective role model to the youth.
The event will be held at the CSC Gymnasium and is expected to start at 7:00 PM. Ticket Prices will be at P 180.00 but a P 30.00 discount will be given upon presentation of a valid student ID or any proof that the person resides in Virac. The event was not organized as an income generating project yet there is a big possibility that it can earn the two organizations additional funds to finance its other projects.
