When the sacred right of suffrage is reduced to an ordinary Contract of Sale, it destroys the essence of a truly democratic nation. As in any sale, The object of transaction is not always cash. It can be its equivalent. Offers include food, clothes, household goods, medicine, infrastructure, construction material, agricultural inputs and the provision of other services.
Voters may also be granted access to social programs or other public services in exchange for their vote; they may also be threatened with deprivation of benefits if they do not vote as instructed.
The electoral process becomes a business venture where what is at stake is no longer the common good but a private self-interest.
This perspective produces another crime, the malversation and misuse of public funds to finance vote purchases. As vote buying and selling becomes entrenched in the political culture of a country, the buyer is encouraged to look for more resources to fuel the activity, regardless of cost.
Thus we have vote buying candidates who are often financially backed by drug syndicates, gambling lords, and influential businessmen and some government officials who are happy to provide funds in exchange for protection, influence, business profitability and similar vested interests. And we still wonder why organized crime appears to be proliferating in the Philippines?
Since vote buying compromises the secrecy vote and freedom of the voter, it necessarily relegates public accountability and undermines democracy.
If we allow this malady to continue unabated, this may lead to despair and the total breakdown of a just society.
PAX recognizes the urgency to initiate concrete steps to eradicate vote buying and vote selling. PAX
recognizes that this is the original sin of graft and corruption.
We appeal to our youth, all non-government organizations and people’s advocacy groups, to the men and women in the government and the private sector, rise and be at the forefront in this crusade to restore decency and to heed the signs of the times. Let us unite to impose the highest penalty to vote buying and vote selling.

Of Electoral Buyers and Sellers: The Philippine Malady
Vote buying or vote selling are both to be deplored. Of the two, I believe that the latter is the lesser of the two evils. Therefore in tackling the issue I think the answer must be to go after the vote buyers who put temptation in the way of the weak.
How does a civilised society effectively tackle crime? By creating laws and enforcing them. This is how we deal with (or should) murder and robbery to speeding and littering. There must be consequences or society dissolves into anarchy.
In the real world we must live with cost constraints and limited resources. We therefore are forced to prioritise crime-fighting efforts to those problem areas we deem most important. We must decide how important the tackling of vote buying is. I believe it should have a very high priority.
Detection and consequences:
Given that vote buyers prey on the weak, may be the answer lies in substantially rewarding the weak for bringing evidence to light. An incentive scheme is likely to be very popular. It needn't be expensive in that the evidence of a few might be enough to bring a case against a candidate.
The consequences for a candidate who has been shown to have participated in vote buying would be a matter for the courts, but I would hope it might mean a custodial sentence and a life-time ban on participating in frontline politics again.

Despite many instances of electoral fraud, it remains a difficult phenomenon to study. This follows from its inherent illegality. Harsh penalties aimed at deterring electoral fraud make it likely that individuals who perpetrate fraud do so with the expectation that it either will not be discovered or will be excused.

Citizen Watchdog
People should start organizing a citizen watchdog for a clean and honest election free from vote buying and vote selling. Pax as an advocacy group should lead in organizing and educating the people. The strength of a united people will deter any party to manipulate our elections. The watchdog can also draw support from national organizations and the media. The change that everyone craves for starts from oneself and everyone can be a member of this citizen watchdog like the advocacy of Boto mo Ipatrol Mo. This coming election is high time now for us to stand for this change and united let us all oppose this dirty practice of election cheating. United people power can effect a citizen arrest and let us confiscate all the money in their acts of vote buying. These can be used as material evidence for their crime and the money can also be used as incentive and reward to all the police authorities who assisted and effected this arrest and confiscation.

Well, ang masasabi ko po ang vote buying & seller's of votes is a human practice more than decades in the Philippines.
We are poor people who are most often targeted with offers to buy their votes and the poor people is weak on this and we are not forcing them ( candidates) to give the money or anything to us. But even we accepted the money, we have right to choose the right candidates of course! It doesn't mean na porke binigyan ka ng pera eh iboboto mo na sya which is totally WRONG!
Actually, vote buying is the sign of crimes and misuse the public & government funds pag nasa oposisyon na sila.

Kaya kung si Y ang kandidato mo natural dai ka sa lista ni Kabo. Aduman ka sa lista kang kaibong na Kabo. An lambang botante nakalista na sa either side na Kabo. Either tanggapon mo o dai ang kwarta, good as "spent" na ang kwarta sa kwentada kang pinagharian ning pondo. Ibulsa man kang kabo (na usually yan ang nangyayari) o kung sain man mapunta...ang sigurado...BABAWION kang pulitiko 100 fold (or maybe a thousand fold pa ta malang may re-election pang gagastusan) ang kwartang ginastos nya pag nakatukaw na sya.

"The saying "ang pera sa bulsa sa bulsa, ang boto sa balota," is ANATHEMA to our advocacy. No one in his right mind would gamble with his resources without expecting PROFITS (this is referred to as return of investment).

According to our Constitution, "sovereinty resides in the people and all government authority emanates from them." In selling our votes, we sell our sovereignty. We, thus, have no right to complain if our leaders steal, cheat or lie from us. After all, they owe us not their positions."

as one philosopher (or is he?) said, we deserve the kind of leaders that we have. true enough, we are governed by thieves of the highest order. the funny thing is, we call them "honorable".
Election time is near (we pray). i say that even the most intelligent person is not fit to govern if he is not a good person. we always face the same problem year after year. "NUarin daw mauswag an sakuyang banwaan? nuarin daw kami makamate nin kaginhawaan?" we must vote for the right people to run our government!! the politicians whom we voted for last election promised and broke the same thing all over again!!! when can we learn??
they say that the body can work well if the head is well. thus, we must elect a national leader at the helm of our government who can withstand the tempest of corruption, who knows not how to compromise, who calls "suhol" by its proper name, who never bats an eye when everyone else is against him for doing the right thing. he must be someone who can withstand the pressure of his peers, who can say with pride that " I NEVER STOLE A SINGLE DIME FROM THE PEOPLE'S CHEST". i thought this kind of leader can never emerge in our lifetime. i was proven wrong. I've seen him in the person of Father Ed panlilio of pampanga as well as gov. grace padaca of isabela. last i heard, fr. panlilio is now subject to recall election because the trapos in his province find his zero corruption policy too stringent!! where in the world will you hear a news that somebody is persecuted for doing a right, noble, bright thing? ONLY IN THE PHILIPPINES MY FRIEND! some critics argue that fr. ed will do no better as president. well, this may shock the whole bureaucracy as corruption has become the blood that is running the system. but i say that with the help and support of patriotic filipinos from all walks of life (i hope there still are numerous), the overhauling the system is not a distant future just as Rico blanco in his song "antukin" said, "kung ayaw may dahilan, kung gusto palaging mayro'ng paraan."
as for me, a newly registered voter, i will vote for panlilio and company should they decide to run for national office ( the presidency in particular). its now high time for us, this coming election, to choose the leaders that we "ought" to deserve. i urge you fellow cataduanganons abroad to not miss this golden opportunity, to be one with us here in effecting socio-political "change", just like in the u.s.

so much for this. i've seen this ad "ako mismo". i suggest to sir dave and to PAX community to provide in this site advocacy program or initiative (as i am not a computer savvy) to NOT VOTE for candidates (they be local or national ones) who will hand out money, goods, etc., this upcoming election. during the campaign period, posters as well as sound systems (as those used by politicians) about the EVILS of receiving "election money", i believe, will greatly increase the people's awareness on this matter. a tandem with namfrel catanduanes or ppcrv catanduanes is highly feasible. as for the funds, i think this deserves another discussion. i believe in the objectives of catanduanes forum! let us (catandunganons) be the ones to be that difference. we are not cowards. are we???

Hangga’t naghihirap ang tao, laging mamamayagpag ang mga TRAPO. Ang gusto ng mga magnanakaw na pulitiko ay manatiling naghihikahos ang buong sambayanan. Kaya kung sila ay nasa poder at nakaupo na sa pwesto, isinasantabi nila ang kagalingan ng masa. The advocacy of not accepting election bribe may be a "suntok sa buwan" endeavor. But you know Manoy, the poverty that you are referring to is closely knit with our rotten election practices. It has become a cycle, a system of corruption right from the start. You can't expect good governance from aspirants who dole out money and other goods in consideration of their being elected to public office.
The saying "ang pera sa bulsa sa bulsa, ang boto sa balota," is ANATHEMA to our advocacy. No one in his right mind would gamble with his resources without expecting PROFITS (this is referred to as return of investment).
Yes, these acts, among others are penalized under the election law (B.P. 881 and other pertinent laws). But how come no one has been prosecuted? EVERYONE has been part of this system. The electorate, the bureaucracy, the business community, the church, the "rightists" and the "leftists". Yes, even the leftists. No one is exempted. Stories that protection money are handed out to rebel organizations so the candidates would be "secured" whenever politicians would go to remote places are no longer top secrets. The church (in general), in accepting donations in huge sums from unscrupulous leaders, in exchange of indorsements, deserves critical attention.
A buyer claims ownership over the goods. When we accept bribe money from candidates, in whatever form it may be given, we sell our votes. According to our Constitution, "sovereinty resides in the people and all government authority emanates from them." In selling our votes, we sell our sovereignty. We, thus, have no right to complain if our leaders steal, cheat or lie from us. After all, they owe us not their positions.
If we are to effect change, we cannot sit idly and perpetually hope that things will get better. We must act! We must stop blaming the government for all our misfortunes. After all, we are the ones who elected the people to run it. "For evil men to triumph, it takes good people to do nothing."
The CF community and other concerned organizations are in the best position to effect this change. I just "hope" that they will not fall prey to the sweet lurk of money coming from politicians, so that instead of becoming fortresses of true change, they become vehicles of our people's disenfranchisement.
SLOGANS about the evil of vote buying such as " ANG PERANG TINANGGAP MO ANG S'YANG MAGPAPAHIRAP SAYO!" might help. The members of this Community might as well come up with catchy sayings to be used during the election period to serve as warning to the electorate of what will happen should they accept bribery. Posters will help. Prosecuting them (candidates and electors alike) is a better idea.
