I received several e-mails in reaction to my stand on the amargaha mining controversy which I posted in the Catanduanes Forum discussion. No matter how acerbic the contents of some of the e mails were, I’m still glad and thankful my postings are getting attention from readers.

As mentioned early in my CF postings, I’m a pro sustainable mining advocate. A mining operation that includes restoration, reforestation, reclamation, functioning environmental safeguards, flow back of economic benefits to the mining community, and ensure livelihood to the people. The standards of sustainable mining may seem too demanding but these are in place and functional in a number of operating mines in the Philippines.

A good model is the coal mining in Semirara Island, with land area less than a 10th of Catanduanes but with coal reserve a thousand times over. Semirara Island has not been wiped off the map and incredibly expanding its land area, twenty years after commercial operation. The world famous Boracay Island is merely a visual distance away, yet there is no instance of mine pollution because of their strict adherence to sustainable mining practices. We can also take as role model the gold and copper Philex mines and other operating mines in Baguio. They even have the well renowned Mines View Park.

My opposition to the offshore amargaha mining is its being located in an area where people of Viga, Payo and Bagamanoc get their daily food supply. The fragile ecosystem of the vast swamp lands which interconnect with the reef formations along the north eastern coast line of Catanduanes may not be able to withstand the alteration in sea floor formation and embankment of tributaries, siltation, erosion, and dumping of pollutants directly into the sea brought about by offshore amargaha operation.

The lack of transparency, no consultation, deception and attempt to divert people’s attention to other mining issues have aggravated the situation.

At the end of the day, it is a choice between the livelihood and food source of people of Viga, Payo and Bagamanoc or the business interest of the Chinese operator, their cohorts and their patrons.

How to prevent the inevitable

This is precisely the problem that will face the towns of Caramoran, Panganiban and Bagamanoc if the reported plan to mine rich coal deposits in their areas push through.

As early as two years ago, drilling reportedly started in Obi, Caramoran under the Coal Exploration Permit issued in 2005 by the Department of Energy to Monte Oro Resources & Energy which has formed a joint venture with a Chinese firm (there they go again) and the Calaca coal power plant company to win the bidding for Transco assets.

If just the effort to build a boat by the Chinese firm allegedly exploring magnetite deposits in Bagamanoc stirred up enough passion among residents to force the group to relocate to Panganiban, it would take very little, perhaps a video show of the aftermath of open-pit coal mining, to send residents of the three towns into a frenzy of protests against proposed mining activities.

The fact that mining companies have very deep pockets (a fact borne out by their financial backing and further attested to by the bribery attempt laid on a local mayor) and the threat to haul recalcitrant mayors before the lords of Malacañang should alert the people, concerned NGOs and the Church that there could be a serious effort to push through such a danger-filled business venture.

We can thank the Albertos, and the low price of coal at the time, for not persevering with their open-pit coal extraction under CANARDECO when they had all the power to do so, with nary a peep from the officials they held by the throat and the people they gripped by their torn pockets. Had they done so, Catanduanes would notbe an island paradise, a province with the largest forest zone in the Bicol region.

The possibility that our remaining verdant forests in the central part (lately a playground of people with chainsaws) will disappear when the mining begins is heightened by the fact that coal now costs anywhere from US$120 to $140 per ton. And the demand for it in the Philippines is growing, with the National Power Corporation even buying abroad at $137 per metric ton.

The Obi deposits alone could yield at least 30,000 tons, valued at $4-million or nearly P200 million by the devalued Philippine peso. Add to this the even richer coal veins at the three sites in Panganiban and Bagamanoc – Campo Ermitaño, Cancalbon and Naglobog, and the possibilities are endless for Monte Oro, as well as whoever among our local officials succumbs to its charms.

Already, the Sangguniang Bayan of Bagamanoc has raised the alarm that mining in Naglobog, which extends into barangay Panuto, would pollute their water source. This early, everyone who calls themselves environmentalists should start preparing for a war they may not win if they do not make enough noise. Never mind the politicians who wish to ride on the issue, they will be there only for the exposure, not the dirty job of fighting off polluters.

Thank you ildynjake for the information about the You tube video of amargaha mining in northern Catanduanes.

Now it’s clear!! The videos can speak for themselves. There is black sand offshore extraction going on!! The faces of the people tending the equipment aboard the mining vessel look familiar. Well in fact, I know personally most of the people involved in this amargaha mining fiasco.

The vessel is not conducting exploration or survey of the area as claimed but doing actual offshore mining operation. The equipment on board consist of Dredger, percolators, Multi layer sieving machine, Washing equipment, Classifiers, and sludge disposal directly into the sea. The information I got from the mining team themselves is confirmed by the actual video footages.

What is disgusting in the midst of this amargaha fiasco is the naked and brazen deception by claiming the Chinese presence as surveying activities, more denials issued in the local press, attempt to downplay the issue by portraying the anti mining protest as a politically motivated and the very obvious media campaign to magnify and demonize the on going coal exploration project of Monte Oro in order to divert the attention away from the on going offshore black sand extraction.

To add more dramatics to the deception waged by the amargaha mining patrons, a town mayor played the role of crusading but fumbling anti mining advocate. In his attempt to put more tearjerkers in the story, the good mayor was naive if not stupid enough to admit an alleged bribery attempt by a Monte de Oro representative. Bribery or attempted bribery are crimes which the good mayor has the authority to apprehend and put behind bars that balding man allegedly offering millions and flaunting Malacanang connection in behalf of Monte de Oro. Pa clean image at pa cute pa si Mayor. The mayor’s inaction was negligence of duty in the simplest form.

Unfortunately, the well respected Catanduanes Tribune with its editorials and press releases is acting as mouthpiece of the offshore amargaha mining patrons. Instead of grappling the issue by the horn so to speak, it is trumpeting instead the coal exploration activities of another mining company using scare crow tactics in order to divert the people’s attention away from the on going off shore mining. The Catanduanes Tribune in its editorial of October 15 issue, has mentioned the Chinese operators were merely building a boat for allegedly exploring magnetite deposits in Bagamanoc. Obviously the Editor of CT has not seen the video footages yet, and has not visited personally the site of offshore mining. Despite of the above, I still trust and strongly believe CT is not an AC DC newspaper.

By the way AC DC means Attack Collect, Defend Collect.

I have heard from very realiable source that the people of Bagamanoc have been very vigilant about the mining. The members of Icarebagamanoc have been watching the bay of the bagamanoc esp. the one bordering Payo, in order to protect the shoreline. Some volunteers of the said organization would literally keep watch (Vigil) for possible miners sneaking to bagamanoc territory. These are facts.

Let me throw some of my personal opinions. The fact that the miners started and wanted to mine the shore or off shore of bagamanoc means, based on short or long feasibility studies made by the mining company,, it is indeed true that the bagamanoc has the best potential for magnetite or "amargaha" mining. Now, because of the care and concerns of the bagamanocnons the mining was averted...for now (we are not sure if it is going to be for good). The neigboring town of Payo welcomes the mining. Some people of bagamanoc are still concern because they might use the mining in Payo as their front...when there is a chance in the middle of the night, for example, the miners can sneak into the territory of bagamanoc. That is why the volunteers of icarebagamanoc are keeping vigil by the border of bagamanoc and payo.

Icarebagamanoc I commend you for this brave and noble job. We are proud of you. You can tell story to your children and to your children's children that you were instrumental in protecting the shorelines or off shore of bagamanoc.

People of Payo. I challenge you to do your job. It is never too late. You could coordinate with icarebagamanoc becuase they have many valuable information and resources should you choose to care about your motherland.

I am not personally against mining itself, but i am against the lack of transparency and consultation with the people. People have to know the truth. If this mining company can hire an independent geological company and if the result will not damage the environment. In addition, if the common people will benefit from it NOT the TRAPO. I will support it. But for now, NEVER JOSE!

Panganiban Mayor in favor of Magnetite Mining

After the valiant people of Bagamanoc took a stand against offshore mining of magnetite, the honorable Mayor of Panganiban signifies his willingness to welcome the magnetite prospectors with cudling open arms according to a report in Catanduanes Tribune.

At first, I was hoping the honorable Mayor was simply misquoted but when he stressed further he is against any form of in-land mining operation while supporting an offshore mineral extraction, I was flabergasted how he can say such nonesense! The good Mayor seems to be ill advised on this issue. Payo has number of sons and daughters who had excelled in their chosen profession among which is the field of geology and marine biology. It is hightime to serve your beloved town by providing expert advise to Mayor Angeles with regards to the adverse impact of an offshore mineral extraction can do to the marine environment of Panganiban and the neighboring towns of Viga and Bagamanoc.

Offshore mineral extraction is very destructive form of mining wherein ore, corals, sidements and all elements on the seafloor are suctioned off or dredged thereby irreversably destroying the delicate balance of marine life in areas where the people of Viga, Payo and Bagamanoc depends on their source of food and marine products.

Why offshore mineral extraction or in land quarrying within hundred of meters from shoreline must not be allowed?

1. Aside from those already mentioned above, it is impossible to put environmental safeguards such as containment wall in the immediate vicinity of the mining operation to prevent contamination arising from ore extraction, washing, classifying and separation of the ore from the mine waste or tailings.

2. Not possible to put up settling pond to allow the separation of fine silts from water used in washing as well as water used in perculation to separate the heavy magnetite from the lighter mine waste.

3. Erosion of beaches, river banks and swamp lands. Even a kindergaten pupil understand this menace.

4. The operator is a non Filipino. How can the operator be trusted that they will not use and dump into the sea any used mining materials, lubricants, oil and other harmful chemical agents when they come from a place where they dont even give a bloody damn if they put melamine into their milk products.

Please, Mayor Angeles, kindly re-evaluate your position on this mining issue. For the good sake of the people of Viga, Payo and Bagamanoc, THINK AGAIN.

Dont wait until your constituents give you a pretty good whacking! !

I'm a pro sustainable mining advocate.

With out mining, we will turn back into the stone age. With out mining, where are going to get the plowhead to till our lands? Where are we going to get nylon to hew our fishing nets? the fuel to run our machineries? the steel for engine blocks? the jewelries you are wearing today? the spoons and fork? the cell phones? Almost everything we use in our daily lives will not be available if there is no mining.

Anti mining advocates must prove their anti mining stance by NOT using anything that came from any form of mining activity. Ironically, most anti mining advocates have never been into a mine site to gain true understanding of what mining can do to the community and to the environment.

As I mentioned earlier, I'm a pro sustainable mining advocate. No doubt about it, irresponsible mining which do not conform to the environmental laws must not be allowed under any circumstance. DENR has more than enough Laws to ensure sustainable mining. Implementation is of course different from the Law.

In the implementation phase of the Law, the golden rule most often applies - HE WHO HAS THE GOLD RULES. This seems to be the case in Bagamanoc. The coveted black sand is along the shoreline. Quarrying activities within 500 meters from the shoreline is not permitted by law - period. How come the local government, the provincial government, and the DENR allowed the quarrying activities along the shoreline? The answer is very simple - Golden Rule.

When money talks, the honorable officials of Bagamanoc and Catanduanes listen.

FISH PORT OR OFFSHORE QUARRY?

The people of Bagamanoc in particular and Catanduanes in general must scrutinize very closely the so called fish port project. Is this really a fish port project or simply a disguise to cover up the dredging of blacksand?

Please take note of the following:

1. The so called "random sampling" is being conducted 400 meters offshore using large capacity dredge barge. Why use dredging method when the alleged purpose is to measure the depth? Using large capacity dredge barge mean huge quantity of sand and seabed materials are being and will be suctioned off the seafloor.

2. Why focus the dredging activity in areas with huge deposit of blacksand 400 meters offshore? This means total destruction of corals and marine life. This means erosion of beach sand into the dredged portion which in turn will cause sea encroachment into the town proper of Bagamanoc. The means this project is being implemented do not justify the end.

3.) Why 400 meters offshore?? What a huge " fish port " in a place where commercial fishing is non existent and no reliable power source to sustain cold storage or fish processing operation. The fish port project looks to me a cart being put infront of a pulling horse.

Strange isnt it? More strange enough is why the black sand suctioned off as overburden are being loaded in a separate vessel for disposal to a place the operators only know.

Proponents of this project must be very transparent. The people are watching and knows who are the powers that be pushing for this project. One mistake, this "fishport" debacle will end up to fish kill if not political suicide of a very promising political leader of Catanduanes. Sayang ! ! Sayang talaga ! !

The people of Catanduanes will not be fooled if they see otherwise.

Bagamanoc, Catanduanes – Mahigpit na tumututol ang mga residente sa balak na pagmina ng Margaha (Manganese) sa baybayin ng Bagamanoc, Catanduanes.

Sa panayam ng Bicol Peryodiko sinabi ni Ginang Lilia Caballero, miyembro ng “I CARE BAGAMANOC”, bagong tatag na grupo laban sa pagmimina na nababahala ang karamihan sa mga mamamayan at iba’t ibang sector dahil hindi umano nagkaroon ng konsultasyon maging pagpapaliwanag sa taong bayan ang biglang paglagay ng mga ikipahe ng isang Chinese firm sa naturang lugar. “ Lahat kami ay ayaw niyan, nagulat na lamang kami dahil sa pagdagsa ng mga equipments at ang ginagawang malaking Barge sa baybayin ng barangay Antipolo”, ani Caballero.

Nagkaroon umano ng public hearing noong nakalipas na linggo, Setyembre 23 subalit lumalabas na walang alam si Mayor Odilon Pascua maging ang mga miyembro ng Sanggunian Bayan sa naturang kontrobersiya. “Malamang mawawala sa mapa ang bayan ng Bagamanoc, sakaling matuloy ang naturang pagmimina”, dagdag pa ni Caballero.
Ganito rin ang laman ng mga sulat na ipinadala sa Bicol Peryodiko mula sa mga residente.Tinawag ng mga itong salot ang makinaryang nakaangkla ngayon malapit sa baybayin ng Bagamanoc. Tila isa umano itong halimaw na sa isang iglap ay posibleng dudurog sa lupain ng nasabing bayan.

Sa pananaliksik ng Bicol Peryodiko, nakasaad sa isang official letter mula kay Gobernador Joseph C. Cua para kay Mayor Odilon Pascua na may petsang Setyembre 10, 2008, ang isasagawang survey ng isang private company na nagngangalang “Shun Fong Transport Incorporated na pagmamay-ari ng isang Henry Sy para sa planong paglagay ng fish port. “ We have invited Shun Fong Transport Inc., to conduct surveys to determine the depth of the shoreline, the total area of the proposed reclamation site and the volume needed for the said project. Likewise, the surveys would be beneficial to our plan to construct commercial and fishing ports”, ayon sa gobernador. Hiningi din ng gobernador na impormahan ang kompanya hinggil sa mga kaukulang municipal requirements para sa pagsasagawa ng preliminary undertakings sa lugar.

Una rito sumulat si Gobernador Cua na may petsang June 3, 2008 sa isang Henry Sy ng Shun Fong Transport Incorporated, sa address na Unit 203, ALCCO bldg., 101 Ortigas Ave., Greenhills, San Juan, upang humingi ng tulong sa nasabing kompanya upang magsagawa ng survey kaugnay sa ipapatayong reclamation projects sa coastal areas ng lalawigan kagaya ng Bagamanoc at Panganiban dahil sa kakulangan umano ng pondo ng lokal na pamahalaan, kaya’t inimbita ang private firm na siyang mangasiwa sa nasabing survey.

Mariing kwenistyon ng grupo ni Caballero ang panukala ng gobernador. “Napaka-imposible namang gawing fish port ang lugar dahil ang alam ko, kung fish port ang ipapatayo, ang unang-unang ipapatayo dito ay Ice plant at hindi ang Barge, marami naman pwedeng gawing fish port at hindi dapat itong lugar naming dahil maraming bahay ang masasagasaan. Malaki ang kutob ng mga mamamayan na ang raw materials na margaha ang iniinteresan ng Chinese company”, dagdag pa ng Ginang.

Batay sa pagsusuri mula sa kinauukulang ahensya, kumpirmadong isang de kalidad na buhangin na tinatawag na “margaha” ang likas na yaman sa naturang lugar. Ang margaha o manganese ay isang sangkap na ginagamit umano sa paggawa ng bakal. Ipinarating na umano ang bagay na ito sa DENR national office at kumpirmadong meron ditong margaha, ayon pa sa mga residente.

Samantala, ilang truck na umano ang namataan ng ilang residente na may kargang margaha na tinatransport mula sa Panganiban patungong Tibang San Andres sa nakalipas na mga araw.

Kaugnay nito, hiningi ng mga mamamayan ang atensyon ng lokal na pamahalaan ng lalawigan at nagbanta ang mga itong magsasagawa ng kilos protesta sakaling hindi maaksyunan sa mas lalong madaling panahon. Iginigiit umano ni Mayor Odilon Pascua na wala na ngang atrasan ang pagmimina sapagkat aprubado na umano sa ‘taas’.

Sinubukan ng pahayagang ito na kunin ang panig ng alkalde, subalit nasa Maynila umano ito. Sa isang text message, mariing pinabulaanan nito na merong nangyayaring exploration sa naturang lugar.

Ayon sa ilang residente, ang lugar na miminahin ay tinatayang humigit-kumulang 200 metro ang layo sa mismong munisipyo ng isasagawang paghuhukay. At tinatayang hihigit pa sa 200 talampakan ang lalim ng hukay kung saan mula doon hahanguin ang margaha.

Tanging himutok ng mga residente dahil bigo umano ang munisipyo na ipabatid sa taumbayan ang magiging kaligtasan ng mamamayan kapag nagsimula na ang operasyon ng mga Chinese miners. Kabado umano sila na baka kapahamakan ng sambayanan ang malao’y ibubunga ng nasabing mining activity.

Samantala, ang Provincial Environment and Natural Resources Office (PENRO) ay hindi pa makapagbigay ng konkretong reaksyon hinggil sa kontrobersiya. Sa katunayan, ayon kay Engr. Rommel R, Gapayao , Specialist II ng PENRO, wala pa umano silang konkretong impormasyon hinggil sa isyu maliban na lamang sa ilang impormasyon. Wala pa umano silang natatanggap na pormal na reklamo kung kaya’t kukumpirmahin pa umano nila sa Regional Office ang naturang isyu para sa anumang statement na maaaring ipalabas ng ahensya hinggil sa bagay na ito.

Ang Diocese of Virac ay isa sa mga nagsasagawa ng monitoring sa isyu. Sinabi ni Rev. Fr. Laudemer Gapas, Social Action Director, na patuloy pa silang nangangalap ng impormasyon at mga datus bago magpalabas ng official statement hinggil sa bagay na ito.

Samantala, sa ipinalabas na pahayag ang Catanduanes Movement for Justice and Peace (CMJP), kinondena nito ang naturang pagmimina. Ayon sa CMJP, iimbitahin nila ang iba’t ibang organisasyon sa Bicol upang magsagawa ng imbestigasyon hinggil sa naturang isyu. Kasali rito ang Save Rapu-Rapu Alliance, Ugnayan ng Mamamayan Laban sa Pagmimina at Kumbersyong Agraryo (Umalpas-Ka) , Bagong Alyansang Makayaban, Sagip-Isla Sagip-Kapwa at KARAPATAN.
