Airport Parking Fees

Enough has been written about parking fees imposed at Virac Airport but until now not a single concerned citizen gets CAAP’s side regarding this. A balanced news requires and gives both sides their piece, this, in the interest of fair play. But answering attacks /tirades from people like mang-uukag’s who has the penchant of alluding nasty things with gusto in this site without fear of reprisal because of his hidden identity, is doing it in poor taste- it is not my style.

At any rate, to protect CAAP and to alleviate the discomfort of my brother, Jorge O. Macenas, who, even at the wee hour before his leaving for Prague, Chec Republic, has to call me to validate this issue and advised me to give my side, I want to set things straight:

1. Mae tabing poderoso sa CAAP-Virac Airport
2. Prior to the imposition of parking fees, proper procedures have been observed.
3. The CAAP parking space is rented through concession. This is approved by the CAAP Director General.
4. Payment (for space rental) on a monthly basis made to CAAP by the concessionaire (AVEC) is fixed with or without vehicle using the parking space.
5. Whoever does the collection of parking fees is not from CAAP, it is purely the concessionaire’s affair including the security of the vehicle parked therein.
6. As to the jurisprudence of the area, CAAP has been using these areas for the past several years without any complaint or reaction from the users like mang-uukag. The present structures constructed therein like the perimeter fence, gates which are already in placed long before my assignment as airport manager of Virac, cannot be construed as national highway. If it is such, CAAP will be coordinating with DPWH for clarification and maybe for any appropriate action. Nevertheless, both are national government agencies.
7. Virac Airport, with our limited resources, is trying its best to give every passenger the comfort he/she deserves without jeopardizing safety and security in the airport.

As soon as I get back to Virac after my seminar, we will instruct Mr. Isidoro Villaluz, AVEC Chairman, to make an order for his collectors to wear appropriate attire.

Lastly, let me take this opportunity to inform all concerned that last year CAAP held a public hearing in all airport area centers throughout the country on the proposed increase in terminal fees. We will inform the public accordingly once this proposal is approved.

The truth is that the parking

The truth is that the parking fees in the airport it's one of the most bothering problem. It's like they are making you to donate car. I believe that they are too high for our budget, especially now with all this economical crisis. Indeed, you are right, but when there is something so big disturbing you, you can't see the good parts anymore.

Very interesting topic to discus.I want to say about Luton airport parking facilities.There are three Luton car parks with no minimum stay including express parking which is great if you are in a hurry as it is close to the terminal and accessible via a covered walkway. The mid term car park and the central car storage also offer no minimum stay are are both located close to the airport and offer courtesy bus transport to the terminal.For longer term Luton parking the long term self park car park is ideal, it has a minimum stay of 5 days and is accessible via a regular courtesy bus running between the car park and the passenger terminal.

complete make-over

Ms. Ilaya, just in case you happen to be in Catanduanes, I would like to invite you to come and visit the airport and see for yourself the complete make -over done by the concessionaire to their parking fee collectors. They may not be as good looking as Piolo Pascual, but their effort to look like one (mind you, not feel, huh!) is very impressive. Unang –una, di naman mahirap gawin yun kasi ang mga bikolano, higit na mga kababayan natin, ay likas na matipuno. Kaya yung sinasabing mukhang hold-upper, extorsionista ay may kagaspangan na yan. I can take pride on our kababayan, higit na pag dating sa personalidad, regardless of their status in life, they are simply good natured.
Pag di pa pumasa sa inyo ang pagiging presentable nila, hmmmmm..tsk..tsk..tsk..
Let us not be so mean. Life is cyclical.

Inda man daw sa iba sa sato ta kun dai pa batikuson ning husto dai pa mahiro. Iyo baga an ang Airport ang enot na naheheling kang mga bisita/turista. Ang first impression pa naman usualy last.

Baging kalaen lang sa pandangog ang "luwas na sa poder ko ang mga bagay na yan". Bagi man sana an na kunyari sa harong ko...igwa akong naheling na ga-duhay sa bakuran ko, tapos sasabihon ko na "dai akong pakialam dyan basta bako uya sa laog nin harong ko ga-ipot."

Obserbasyon man lang po ito.

mga simbag sa mga hingunay

Sa mga mina sunod na hingunay, hantuyan ang akong ika simbag:

kung siin na punta ang koleksyon sa parking fees : Ga punta ‘to sa AVEC Cooperative, bilang concessionaire nin piga sabing spacio.

Manungod sa pag padaragan/disbursar nin mga koleksyon sa pigataram na fees : Bilang admisnistrador nin Virac Airport, luwas na sa poder ko ang mga bagay na yan. Ang makasimbag nin marinas sa lado na yan iso ang mga taho na ga kupot nin nasabing kooperatiba.

Manungod sa mga collector : Desisyon yan nin kooperatiba. Mae na sa poder ko kung ang collector nila sadong tricycle driver, para –uma, abogado o kung ano man. Pero yung obserbasyon na dapat magka-ikan nin marinas na pag bado, ID, pina abot ko na sa sainda.

Hanto sana ang mas gusto kong i-klaro : na ako mae nin Pigakuha, mae Gakuha o intension na Magkuha nin ano man na sentimo sa mga bagay-bagay na bakong sako para gamiton ko sa akong pang personal na pangangaipo.

Anong klaseng impression ang atong airport kung sa parking pa sana mahihiling ang di propesyonal na pamamalakad? Sa entirong airport ng mundo ang access sa airport lalo na sa paligid ay mahihiling na talagang secured nin mga propesyonal na uniformadong tawo pero sa ato paglaog mo pa sana sa parking para ka ng biktima ng mga holdupper o extortionista? Anong magiging impression ng mga biyahero at turista? Poder ng airport iyan at dai nin problema sa concession pero dapat igwang pamamahala ang Airport kung paano patakbuhin iyang concession na iyan. Dai pwede na ang mga tauhan ng concession ay parang mga holdupper at extorsionista. Maari pa seguro pa uniformehon ang mga collector na nakabahag gaya ng tribu ng Igorot para magmukhang atraksyon pa.

Enot sa gabos, gusto to po ipasabot saimo Virac Airport Manager CYNTHIA MACENAS-TUMANUT na ang blog na ginibo ko sa site na ini "sarong surat nin concerned citizen na hinubon sa sakuyang vulcanizan" asin bako kong kapritso sana. Ini po sarong bukas na surat (open letter) asin bako bareta segun sa pagkakaintindi mo.

Boot ko po ipasabot saimo na si man-uukag saro man po sa dai nagbabayad sa singilon na ini (parking fee) asin dai nin planong magbayad hanggang dai nasisimbag ang mga isyu sa nasabing surat asin hanggang bako malinaw kun kisay bulsa mapapaduman ang nasabing koleksyon nin "parking fee".

Sa pagkagirumdom ko po luminuwas na ini sa pahayagang Bicol Peryodiko ngonyan na semana (page 7, February 9-15, 2010 issue) asin makakanigo siguro na simbagon mo man sa nasabing pahayagan ang mga isyu manungod sa nasabing surat punto por punto tanganing mailuwas mo man an saindong lado.

Dai ka sana po mauyam kun igwa po nin batikos sa opisinang saimong nasasakupan ta parte po baga iyan kan saimong responsibilidad asin obligasyon bilang suruguon nin banwaan (public servant).

Maw-ot ko man po na ipagirumdom saimo an kasabihang "PUBLIC SERVICE IS A PUBLIC TRUST"...

Airport Parking Fees

Its good to have both sides.
I have not been to the airport lately, but if parking charges are now being levied I would expect to see a clearly defined parking zone, clear notices about the conditions for parking (charges, times, contact details of owners/administrators of the facility etc), identifiable and vetted officials (uniforms and ID) and the issuing of proper receipts.
It surprised me to read that there are no uniformed staff. This would seem to me to be a basic requirement in a professionally run operation.
