I monitored the number of brownouts at home (Virac) over the month of February. I recorded the instances in the comments of my post for the January summary.
I have tried to be accurate and fair in my monitoring. There may have been brownouts occurring in the small hours whilst asleep that I missed. However The records are conservative and I believe represent a fair record of the truth.
The Separation of Church and State is one of the more well-guarded provisions of the Philippine Constitution, in reaction to the evils experienced during the era of a state-imposed religion. This policy of separation of church and state is reinforced by the fundamental freedom of religion and free exercise thereof, which, again is one of the jewels of the citizens’ bill of rights.

Public Hearing
A public hearing was conducted last monday, January 25, 2010, 1:30 in the afternoon, at the Provincial Capitol Dome.
Present during the public hearing were Vice Governor Alfred Aquino (Presiding Officer); PBM Ariel Molina (Committee on Enterprise) & PBM Edwin Tanael (Committee on Health) as the proponent of the measure; and the members of the Technical Working Group (TWG) headed by Engr. Luis Surtida (Provincial Administrator), Mrs. Maluo Vargas (Provincial Treasurers Office), Dr. Antonio Romano (provincial consultant on health), and the representatives coming from the different sectors in the province.
