A Social Contract with the Filipino People
Corruption is the main cause of poverty in the country and the reason why Filipinos have lost trust in government. Noynoy Aquino believes that corruption is not part of our culture and that Filipinos are honest, decent, fair and hardworking. Honest and competent public officers and a professional and accountable civil service supported by active people’s participation will remove corruption and restore trust in government.

CALIFORNIA, United States—Manny Villar is still campaigning to become the next Philippine president, but he’s already had an impact on a key public policy concern: Mental health.
For in a society where many people endure enormous psychological pressures, Villar just helped set back the efforts of those who want more Filipinos to come forward and seek help for these problems.

The biggest news in the campaign, now only a month from the May 10 election, is the collapse of the Villar candidacy. His main competitor, Noynoy Aquino has not increased his survey numbers since January. But in three months, Villar has lost ten whole points, going from a statistical tie with Aquino in the January Pulse Asia at 37-35 percent, to being 12 points behind in the end March Pulse Asia survey. With an estimated turnout of 40 million, that puts Villar almost 5 million votes behind Aquino.

Our country is in critical condition. It’s been in bad shape for many years. Most Filipinos know what the problems are but we can’t seem to try a different approach, much like treating a febrile patient in a lot of pain with the same medications again and again.
Manny Villar can only continue the status quo. It is not within his nature to change his razor-sharp business instincts. He engineered his political power similar to the methodical, ruthless and unscrupulous manner he amassed his multi-billion peso fortune.
