Rape cases are now widespread in Catanduanes. But what is alarming is that a number of them are incestuous with minors as victims. And the State whose primary obligation is to protect its people, especially the weak and the innocent, appears to be helpless to prosecute the perpetrators.
Just this week, a report came out from a local newspaper of a forty eight (48) years old father allegedly raping her fifteen (15) years old daughter inside their own residence. This is one traditional example of such case which was picked up by the media, but what about the numerous cases unknown to the public.
In Virac, the PNP Women & Children’s Desk is one silent witness of numerous cases either dismissed or left unresolved for various reasons, among them the inability of concerned agencies to act and fulfil their obligations.
Just awhile ago, according to my sources, the Viga PNP freed a grandfather who was accused of raping her three grandchildren after no corresponding case has been filed against the suspect. The rape story came from the victims themselves after they confided to their relatives what their grandfather did to them.
I don’t want to project a bad impression on our province but this is what is really happening to the place where we all call home.

Ang bastos naman na rapist na ama nito ,hinde nakontento sa agom pati yun aki na babaye ni rape pa. Ini gusgus na rapist na lolo gusto yata makatikim ng sariwang damo pati 3 apo biniktima,mga sa hayop ..Hinde gawain ito ng normal na tao kapag sobrang kalasingan dahll sa pag inom .O dahil sa lango sa pinag babawal na droga.o kaya sa sobra ka maniacan.

Nagkataon sana siguro na sa Viga naireport an arug kaiyan na kaso nin rape pero naniniwala ako na puwedeng nangyayari man yan sa iba pang banwa sa isla kun sain dai sana siguro naipapaabot sa kaaraman nin mga otoridad dahil sa manlaen-laen na rason arug kan pagkatakot kan mga biktima...

Two aspects are of immediate concern in this report.
1. That the system allows suspects to go free without a case being brought. Is this because the system relies upon a charge being brought by a private citizen and not by the state itself?
2. That those responsible for protecting children after the fact, seem impotent.
If they lack the resources to be effective have they made demands of the managers that hold the purse strings or are they sitting back using lack of funding as an excuse for inaction?
What is the annual budget for child protection? How is it being spent? How many children have been helped directly by the inervention of the MSWD? If a child needs to be taken from the family for protection, where do they go? When did removal of a child last occur?
Where are the MSWD statistics for the work that they carry out, to be found?
