PROJECT PROPOSAL

RATIONALE

The CatanduanesForum.com is an internet-based community which provides opportunity for all Catandunganon’s from around the globe to be appraised of what is currently happening in our beloved province.
Just recently, the issue of Mining in Catanduanes was posted on the forum which received numerous reactions not just from CF members but from visitors of the webpage. The result of a poll conducted on members/visitors of CF webpage was compellingly against mining.
We are aware that the stand of the provincial government is also against any mining operation in the island.
As a result, members of CatanduanesForum.com took the initiative to conduct an information campaign in the province on the effects of mining activity towards our environment. And as a kick off activity, we are proposing collaboration with the provincial government for an activity which can be included as part of the Catandungan Festival 2009.
We will be initiating an Essay Writing Contest, and a Poster making Contest which will be participated by Elementary and Secondary students from around the province.
We are therefore proposing that fifty percent (50%) of the cash prizes and the venue of the event will be provided for by the Provincial Government.
The CatanduanesForum.com community has coordinated with the United Katandunganon’s Against Graft & Corruption (UKAG), a local non-governmental organization, which will help facilitate for the conduct of the said activity.
The detail of the contest will be posted in the CatanduanesForum website together with the activities of the Catanduanes Festival 2009.

OBJECTIVES

The purpose of this project is:
1. To elicit a spirit of healthy competition among Elementary & Secondary students in the province.
2. To help promote the importance of protecting our environment especially our remaining biodiversity in the island.
3. To hone the talents of our youths towards Arts and Communication Skills.
4. To provide additional exposure and activities in the conduct of the annual Catandungan Festival.
5. To provide opportunity for our local talents to be introduced to the world through exposure in the internet.

DETAILS OF THE ACTIVITIES

GENERAL GUIDELINES
The following rules shall be observed in the conduct of the project:
1. All participants to this project shall register upon arrival to the venue.
2. A participant is allowed to compete in one (1) individual contest only.
3. Participant shall indicate their interest in the Registration Form.
4. Decision of the Board of Judges is final.

SPECIFIC GUIDELINES
I. Essay Writing Contest
1. The essay should revolve around the theme which will be announced during the contest proper.
2. The essay must be written in Filipino, on a yellow pad paper provided by the organizers with one (1) inch margin on all sides.
3. The essay shall be written legibly in black or blue ink only. No pencil is allowed.
4. Contestants will be given two hours to complete their essay. They will not be allowed to leave the contest once it has already started. A minimum of three hundred (300) words and a maximum of five hundred (500) words is required to complete the essay.
5. Each entry shall be identified by a number which will be drawn that corresponds to the number and identity of the contestants.
6. Only three (3) entries shall be chosen as winners
7. Criteria for judging will be:
Content and relevance to the theme 40%
Unity and Organization of idea 40%
Grammar and Semantics 20%

II. On The Spot Poster Making Contest

1. One (1) contestant per DepEd Division Districts shall participate in the contest.
2. The poster should revolve around the theme which will be announced by the contest facilitators during the contest proper.
3. The medium for visual artistry shall be crayola to be drawn in a white cartolina paper to be provided by the organizers.
4. The allotted time for the contest is two (2) hours, after which all entries shall be submitted to the contest administrator/facilitator. Contestant may decide to submit his/her poster earlier without waiting for the allotted time of two hours.
5. Poster must carry caption and or message in English, Filipino or Bicol.
6. Pentel pens/marker pens will be allowed for caption only.
7. Each poster shall be identified by a number that corresponds to the number and identity of the contestants for the judging process.
8. Criteria for judging will be:
Originality of idea 40%
Relevance on the theme 30%
Visual Impact 30%

PRIZES

• First Prize : P3,000.00 cash plus trophy for the student & certificate for the school
• Second Prize : P2,000.00 cash plus trophy for the student & certificate for the school
• Third Prize : P1,000.00 cash plus trophy for the student & certificate for the school
